Under pressure from local media and global social media groups, the government took another utterance and decided to halt the implementation of the new social media law.
The Asian Internet Coalition Group (AIC) wrote to Prime Minister Imran Khan regarding social media regulation, stating that the implementation of new social media laws in Pakistan is difficult for the AIC.
According to the letter, the rules will also affect ordinary users and businessmen, while the closure of Google, Facebook and Twitter will affect 7 million users.
According to sources, the Prime Minister directed to review the rules following a letter of stringent reservations written on the new social media rules of the Asian Internet Coalition Group on February 15, and the protest of journalists and social media organizations in the country.
Sources say that the federal government has decided to stop the implementation of new social media laws and the chairman of Pakistan Telecommunication Authority (PTA) Major General Aamir Azim Bajwa to review the new social media rules and consult with stakeholders concerned. A 4-member committee has been set up which will submit its report to the Prime Minister in 2 weeks.

Sources said Tania Eders, Head of Digital Pakistan, Social Media Focal Person Dr Arsalan and Additional Secretary IT Ministry will also be part of the committee.
A committee set up by the federal government will hold extensive consultations with all stakeholders, while sources say the consultation process will also include human rights ministers Sherin Mazari and Barrister Ali Zafar.
The IT department confirmed the formation of a committee to review the new social media rules and said that a four-member committee has been constituted to stop the implementation of the new social media rules, which will begin the consultation process on Monday and review these rules.
It should be noted that in the past days the federal cabinet has approved new social media laws.

According to the new rules, registration of all global social media platforms was mandatory in Pakistan in 3 months, under which all other companies including YouTube, Facebook, Twitter, TalkTalk and Daily Motion had to register in 3 months.
Under the new rules, it is mandatory for all social media companies to set up their office in Islamabad within three months, while they have also been conditioned to appoint a liaison officer in Pakistan.
Under the new rules, it is mandatory for local platforms to be registered on social media, including YouTube.
'All companies have to create their own data server in Pakistan'
According to sources, all social media platforms and companies will have to build their own data servers in Pakistan within a year.
Sources say the move will bring action against national institutions and those who speak out against domestic security.
It has also been decided to make the National Coordination Authority to regulate social media companies.
This authority will be able to close accounts on harassment, targeting agencies and reporting prohibited content.
'If you do not follow the rules there will be a fine of up to Rs 50 crore'
In addition, new laws will also take action against non-removal of videos against social media companies and their services will be suspended if the companies do not cooperate.
According to sources, if the companies do not follow the rules, a fine of up to Rs 50 crore will be imposed.
In this regard, the Ministry of IT said that the new laws have been made part of the Electronic Crimes Act and their implementation has begun.
It was confirmed by IT officials that law enforcement and intelligence agencies would be able to process objectionable material, but now sources say the government has stopped implementing the said laws.

ایشیائی انٹرنیٹ کولیش گروپ (اے آئی سی) نے سوشل میڈیا ریگولیش کے حوالے سے وزیراعظم پاکستان عمران خان کو خط لکھا جس میں کہا گیا ہے کہ پاکستان میں سوشل میڈیا سے متعلق نئے قوانین پر عمل اے آئی سی کے لیے مشکل ہے۔
خط کے مطابق اِن قوانین سے عام صارف اور کاروباری حضرات بھی متاثر ہوں گے جبکہ گوگل، فیس بک اور ٹوئٹرسروس بند ہونے سے 7 کروڑ صارف متاثر ہوں گے۔
ذرائع کے مطابق 15 فروری کو ایشیائی انٹرنیٹ کولیشن گروپ کے نئے سوشل میڈیا قوانین پر لکھے گئے سخت تحفظات کے خط اور ملک میں صحافتی اور سوشل میڈیا تنظمیوں کے احتجاج کے بعد وزیراعظم نے ان قوانین پر نظرثانی کی ہدایت کی ہے۔
ذرائع کاکہنا ہےکہ وفاقی حکومت نے نئے سوشل میڈیا قوانین پر عمل درآمد روکنے کا فیصلہ کیا ہے اور نئے سوشل میڈیا قوانین پر نظرثانی اور متعلقہ اسٹیک ہولڈرز سے مشاورت کے لیے چیئرمین پاکستان ٹیلی کمیونیکیشن اتھارٹی (پی ٹی اے) میجر جنرل ریٹائرڈ عامر عظیم باجوہ کی سربراہی میں 4 رکنی کمیٹی قائم کردی ہے جو 2 ہفتوں میں وزیراعظم کو اپنی رپورٹ پیش کرے گی۔
یوٹیوب، فیس بک، ٹوئٹر، ٹِک ٹاک کیلئے اسلام آباد میں دفتر کھولنا لازمی قرار
ذرائع نے بتایا کہ ڈیجیٹل پاکستان کی سربراہ تانیہ ایدرس، سوشل میڈیا فوکل پرسن ڈاکٹر ارسلان اور ایڈیشنل سیکرٹری وزارت آئی ٹی بھی کمیٹی کا حصہ ہوں گے۔
وفاقی حکومت کی قائم کردہ کمیٹی تمام شراکت داروں سے وسیع مشاورت کرے گی جبکہ ذرائع کا کہنا ہےکہ مشاورتی عمل میں وزیر انسانی حقوق شیریں مزاری اور بیرسٹر علی ظفر کو بھی شامل کیا جائے گا۔
وزارت آئی ٹی حکام نے نئے سوشل میڈیا قوانین کے جائزہ کے لیے کمیٹی کی تشکیل کی تصدیق کرتے ہوئے بتایاکہ نئے سوشل میڈیا قوانین پر عمل درآمد روک کر 4 رکنی کمیٹی بنادی گئی ہے جو پیر سے مشاورتی عمل شروع کرکے ان قوانین کاجائزہ لے گی۔
خیال رہے کہ گزشتہ دنوں وفاقی کابینہ نے نئے سوشل میڈیا قوانین کی منظوری دی تھی۔
سوشل میڈیا کیلیے نئے قوانین سے متعلق فواد چوہدری کی وضاحت
نئے قوانین کے مطابق تمام عالمی سوشل میڈیا پلیٹ فارمز کی 3 ماہ میں پاکستان میں رجسٹریشن لازمی قرار دی گئی تھی جس کے تحت یوٹیوب، فیس بک، ٹوئٹر، ٹِک ٹاک اور ڈیلی موشن سمیت دیگر تمام کمپنیوں کو 3 ماہ میں رجسٹریشن کرانا ہوگی۔
نئے قواعد کی رو سے تمام سوشل میڈیا کمپنیوں کے لیے 3 ماہ میں اسلام آباد میں اپنا دفتر قائم کرنا لازمی قرار دیا گیا ہے جب کہ ان پر پاکستان میں رابطہ افسر تعینات کرنے کی شرط بھی عائد کی گئی ہے۔
نئے قوانین کے تحت یوٹیوب سمیت سوشل میڈیا پربنائے جانےوالے مقامی پلیٹ فارمز کی رجسٹریشن کرانا لازمی قرار دی گئی ہے۔
'تمام کمپنیوں کو پاکستان میں اپنے ڈیٹا سرور بنانا ہوں گے'
ذرائع کے مطابق تمام سوشل میڈیا پلیٹ فارمز اور کمپنیوں کو ایک سال میں پاکستان میں اپنے ڈیٹا سرورز بنانے ہوں گے۔
ذرائع کا کہنا ہے کہ ان اقدامات سے قومی اداروں اور ملکی سلامتی کے خلاف بات کرنے والوں کے خلاف کارروائی ہو سکے گی۔
سوشل میڈیا کمپنیوں کو ریگولیٹ کرنے کے لیے نیشنل کو آرڈینیشن اتھارٹی بنانے کا بھی فیصلہ کیا گیا ہے۔
یہ اتھارٹی ہراسانی، اداروں کو نشانہ بنانے اور ممنوعہ مواد کی شکایت پر اکاؤنٹ بند کر سکے گی ۔
' قواعد پر عمل نہ کیا تو 50 کروڑ روپے تک جرمانہ ہوگا'
اس کے علاوہ نئے قوانین کے مطابق سوشل میڈیا کمپنیوں کے خلاف ویڈیوز نہ ہٹانے پر ایکشن بھی لیا جائے گا اور اگر کمپنیوں نے تعاون نہ کیا تو ان کی سروسز معطل کر دی جائیں گی۔
ذرائع کے مطابق اگر کمپنیوں نے قواعد پر عمل نہ کیا تو 50 کروڑ روپے تک جرمانہ ہوگا۔
اس حوالے سے حکام وزارت آئی ٹی کا کہنا تھا کہ نئے قوانین کو الیکٹرانک کرائمز ایکٹ کا حصہ بنادیاگیا ہے اور ان پر عمل درآمد بھی شروع ہوچکا ہے۔
آئی ٹی حکام کی جانب سے تصدیق کی گئی تھی کہ قانون نافذ کرنے والے اور انٹیلی جنس ادارے قابل اعتراض مواد پر کارروائی کرسکیں گے تاہم اب ذرائع کا کہنا ہے کہ حکومت نے مذکورہ قوانین پر عمل درآمد روک دیا ہے۔
